Carrier IQ unveils tool operators can use to open up about data collected from your phone
Carrier IQ cares. Or, rather, for Carrier IQ, it's all about care. The much-maligned California analytics company has weathered the Great Privacy Scandal of 2011 and today at Mobile World Congress in Barcelona announced a new product for its customers -- the operators -- to give greater transparency to consumers -- that's you and me -- regarding data being collected from your smartphones and tablets.
Let's be clear here: You are not Carrier IQ's customer. It provides network and hardware analytics capabilities to companies that sell smartphones by the millions, not folks like you and me who buy them every year or so (or, in our case, more often). That's not to say that CIQ is deaf to the recent surge in the push for privacy. Far from it. And that's not to say it hasn't learned a thing or two since everybody started to care about on-board analytics. It most certainly has.
And that brings us to today's announcement.
Dubbed the "Customer Experience Dashboard," CIQ will begin offering -- again, to operators, not to end-users directly -- tools that the operators can then use to show their users basic fault explanations. Is your phone's battery draining? Dropping a lot of calls? Constantly rebooting? CIQ's new tools would all the operator to better explain to you what's going on with your phone, as well as with the network it's on. CIQ would essentially provide APIs to the operators, who then could build into their own websites the ability to see exactly what's going on with your phone.
It's a twofold proposition. At its core, the idea is to place some of the customer care onus back onto the customer, specifically to cut down on customer care phone calls. In other words, to help you help yourself. That, in turn, saves the operator money. It's also a great opportunity for the operator to show exactly what sort of data it's harvesting from your phone. But -- and this is a pretty big "but" -- it's up to the operator to implement any or all of this. As with Carrier IQ's current suite of products, it's completely customizable to for each operator and platform. It doesn't (and probably wouldn't) look like what you see in the picture above. Operators would be free to customize and present as much data as it sees fit, and in whatever manner it sees fit. And as of right now, it's still completely optional (and in fact will raise the cost of the CIQ platform for the operator).
For our part, we believe that would be money well spent by the operators. As much as the operators need analytics, the end-users need greater transparency. And done right (there's always a catch, right?), the operators could conceivably kill two birds with one stone here: continue to learn about the devices it supports in a real-time manner, and do so in a way that doesn't scare the hell out of its users.

Dow 13,000: An inkblot test for the market
Big, round numbers are hard to ignore. That's why we pay attention when the odometer clicks over to 100,000 miles, and why the world threw a party at the dawn of 2000 instead of the technical start of the millennium in 2001.
It's no different on Wall Street. When the Dow Jones industrial average briefly crossed 13,000 last week, a milestone it hadn't reached since before the financial crisis, people took notice.
Some observers said it was a sign of a stronger U.S. economy. Casual investors wondered whether it was time to get back into stocks after fleeing to bonds or just stuffing their money under the mattress in the terrifying economic meltdown.
But a word of caution: 13,000 is just a number.
It gives politicians something to talk about. It gives regular people something to measure against. It can stir up excitement, but it doesn't change the elements of the economy, like the number of people out of work or the number of empty houses.
The Dow also isn't the best measure of the stock market. It follows 30 companies ? important ones, household names, but only 30. And it's weighted so just a handful of the most expensive stocks carry the most weight.
If Apple, whose stock has skyrocketed this year from $405 to $522, had been added to the Dow on Jan. 1, it would already be above 14,000, according to estimates last week from ConvergEx Execution Solutions.
And the Dow is certainly not the best measure of the economy. It can rise even when jobs are falling or the economy is shrinking.
"Psychologically it matters," says Dan McMahon, director of equity trading at Raymond James, who was underwhelmed by the Dow's short foray above 13,000 last week. "Technically and fundamentally, not so much."
It's the same mind game when people turn 40. They're only a day older, but it feels more significant. Retailers understand this trick, too. That's why they slap $99 on a price tag instead of $100. That one dollar feels like a lot.
For the Dow, "whether it's 12,999 or 13,000 is just arithmetic," says Mark Lehmann, president of JMP Securities in San Francisco.
Keep in mind also that the market is a fickle barometer. Some institutional investors, such as hedge funds or private-equity firms whose employees follow the market for a living, will consider the 13,000 mark a signal to get out, not in.
And 13,000 may not last. The fire-sale discounts for stocks appear to have come and gone. The companies that make up the Dow are trading at about 13.9 times their past year's earnings per share, a popular measure of how expensive stocks are.
Just last month, that figure was 13.2. At the Dow's low during the Great Recession, it was 8.2. So the Dow is approaching the average of about 16 over the past two decades, according to Birinyi Associates, a stock market research firm.
And though this sounds obvious, it can be hard to remember in the headline rush of 13,000: You want to buy stocks when prices are low. The stock market is perhaps the only place where shoppers rush in when prices go up.
"Human beings are pattern-seeking animals," said Brian Gendreau, market strategist at Cetera Financial Group. "We find patterns even when there are none."
The Dow has climbed back slowly since its 2009 low of 6,547.05, and its other milestones have also generated a frenzy of attention. But as motivations for investment, their record has been mixed:
- On Oct. 14, 2009, about 10 years after the first time the Dow hit 10,000, the average hit the mark again. Traders passed around baseball caps labeled "Dow 10,000 2.0" on the floor of the New York Stock Exchange. Mutual funds didn't think the milestone was a good time to invest: They pulled $216 million out of U.S. stocks that day, according to TrimTabs Investment Research. A week later, the Dow was down about a half-percent. Three weeks after that, though, it was up 2.7 percent from its Oct. 14 close.
- On April 12, 2010, the Dow crossed 11,000. This time, the Dow climbed in the following week, up 0.8 percent. Three weeks after that, it was down 2 percent.
- On Feb. 1, 2011, the Dow crossed 12,000. A week later, it was up 1.6 percent. Three weeks after that, it was virtually flat.
Experts say investors should keep in mind that the surest way to profit in the stock market is to invest for the long term. Buying for just a week or a month at a time is a risky bet.
Beyond talk of milestones, there's also the question of whether the Dow is even an accurate measure of the economy. Besides being made up of just 30 companies, it's weighted so that the few with the highest stock prices carry the most heft.
So a small percentage change in the stock of IBM, which is trading around $198, sways the index much more than a large change in the stock of Bank of America, which is trading around $8.
Last year, the Dow rose 5.5 percent. But strip out IBM and McDonald's, the two stocks with the highest prices last year, and it rose just 1.8 percent, according to calculations by Birinyi.
Plenty of analysts say the Standard & Poor's 500, given its much broader list of companies, is a better measure of the market. While the Dow would need a 9 percent rally to reach its all-time high of 14,164.53, the S&P 500 is still 15 percent away.

"The Dow has only 30 members," says John Manley, chief equity strategist for the Wells Fargo funds group. "Sometimes their individual stories bury the message that the economy is trying to send us."
So in a way, it will be a bigger deal if the S&P breaks 1,400. But nobody makes baseball caps for that.

A study of clouds over the last 10 years has found that their altitude has been declining, perhaps?offsetting?some global warming.?
The sky is falling? sort of. Over the last 10 years, the height of clouds has been shrinking, according to new research.

Clouds that are lower in the atmosphere would allow Earth to cool more efficiently, potentially offsetting some of the warming caused by greenhouse gases.
"We don't know exactly what causes the cloud heights to lower," study researcher Roger Davies of the University of Auckland in New Zealand said in a statement. "But it must be due to a change in the circulation patterns that give rise to?cloud formation?at high altitude."
Clouds are a wildcard?in understanding Earth's climate. Ephemeral as they are, they're difficult to track over time, and factors such as height and location make a big difference in whether clouds will slow the effects of global warming or exacerbate them. For a decade, however, the Multi-angle Imaging SpectroRadiometer on NASA's Terra spacecraft has been watching Earth's clouds. Now, Davies and his colleagues have analyzed the device's first 10 years of cloud-top height measurements from March 2000 to February 2010. They found that global average cloud height decreased by around 1 percent over the decade, a distance of 100 to 130 feet (30 to 40 meters). Most of the reduction stemmed from fewer clouds forming at very high altitudes.
The researchers reported their results in the journal Geophysical Research Letters. The Terra satellite is set to continue collecting data through the rest of this decade, which will help determine whether or not the cloud lowering is a consistent trend.

Town Talk: Manchester-based breast cancer group changes name ...
Know Breast Cancer, a national group based in Manchester that teaches women ways to help prevent the disease before it starts has changed its name.
The 5-year-old nonprofit organization is now Busting Breast Cancer, www.bustingbreastcancer.org, lead by Susan Wadia-Ells, a Manchester resident.
Besides focusing on prevention, the group also tries to translate existing research behind known, probable and possible lifestyle causes of this disease, into everyday language, and is becoming known for its ?3 Easy Ways? to help women eliminate the risks of developing an invasive breast cancer diagnosis.
The group advocates for the controversial step of using safe outdoor and indoor year-round tanning to raise vitamin D3 blood serum levels to 60-80 ng/ml.
Busting Breast Cancer joins the Silent Spring Institute, the Breast Cancer Fund and the Collaborative on Health and the Environment as a national organization that is 100 percent focused on helping stop breast cancer before it can get started, Wadia-Ells said.
This year the group is publishing a guide by Wadia-Ells that will guide women to adopt seven healthy, inexpensive, easy and yet highly significant ways to help stop breast cancer before it can take root in one?s body ? ever or never again.
Charity dodgeball
About 100 people are ready to don bathing suits to compete in a dodgeball tournament that will raise money for Next Step, a charity that provides help to young people with serious illnesses who have aged out of other benefits.
The Farm Bar and Grille in Essex, in conjunction with GoodMorningGloucester.com, is hosting the second annual Bikini And Speedo Dodgeball Tournament on Saturday, March 4.
It pits teams of five participants age 21 and older against one another in outdoor dodgeball with the participants wearing bathing suits. Nineteen teams, with one slot open, had signed up as of earlier this week to compete for the title.

Oil at 5-week high above $102 a barrel (AP)
NEW YORK ? Tensions between Iran and the West continued to weigh on energy markets as oil rose to the highest level in five weeks on Thursday.
Benchmark West Texas Intermediate crude rose 45 cents to $102.24 in New York, while Brent crude, which is used to price foreign oil imported by U.S. refineries, rose $1.08 to $120.01 in London.
The price of WTI has risen about more than 3 percent since the start of the year. The increase in Brent has been even steeper, up nearly 12 percent.
Iran has been the center of attention in the Middle East ? and the oil market ? since November. It has threatened to cut off oil supplies to Europe to retaliate for an embargo that the EU plans to implement this summer.
The U.S. and Europe are using sanctions to pressure Iran to abandon its nuclear program, which they fear will be used to develop a bomb. Iran denies the claim. The European Union buys about 18 percent of Iran's total crude exports.
Iran relies on oil exports for about half of its revenue. Iran state media reported Wednesday that Iran would halt exports to six European countries. Iran's Foreign Ministry later denies that.
Analysts think Iran would hurt itself by stopping crude shipments.
"Given Iran's dependence on its oil revenues and the latest reports of its payment difficulties, an immediate ban on shipments is not overly credible," said a report from analysts at Commerzbank in Frankfurt. "At current prices, a ban on oil shipments would thus cost Iran around $70 million in daily oil revenues if no other buyers could be found."
The weather in Europe is keeping oil prices high as well, especially for Brent. A severe cold snap is pushing up demand for energy. The rise in Brent in turn contributes to high gasoline prices in the U.S., since many refineries use Brent to make gasoline.
Also Thursday there were more signs that the U.S. economy is recovering. The Labor Department said weekly applications for jobless benefits fell for the fourth time in five weeks to the lowest point since March 2008. While lower unemployment may be good news, it's also likely to increase demand for oil and push up prices.
Oil prices spiked at this time last year with uprisings in several Middle East nations, particularly Libya. Investors who worried about major disruptions in supplies bought oil and drove up the price. WTI is up 21 percent from a year ago, when it sold for around $85 a barrel. Brent is up about 15 percent.
In other energy trading Thursday, heating oil rose almost a penny to $3.20 per gallon and gasoline futures rose 4 cents to $3.04 per gallon.
Natural gas rose 15 cents, or 6 percent, to $2.57 per 1,000 cubic feet after the Energy Department reported the nation's gas supplies fell more than analysts expected last week.
At the pump, the national average for gasoline was unchanged at $3.52 a gallon.

White House threatens veto of GOP's highway bill (AP)
WASHINGTON ? The White House is threatening to veto House Republican legislation to boost spending on roads and bridges, saying the bill doesn't spend enough to strengthen the nation's transportation system and weakens environmental and labor standards.
President Barack Obama's Office of Management and Budget issued the veto threat Tuesday.
Among the White House objections are that the House bill would mandate that a permit be granted for an oil pipeline from Canada to Texas. The Obama administration denied the permit last month but left the door open for an application for a new pipeline route.
The White House says the bill also eliminates transit programs that help metropolitan areas reduce congestion.

After years of procrastination, the White House and Congress have suddenly boosted a long-term plan to improve the nation's roads, bridges and transit systems to the top of the political agenda.
This week, the House and Senate are set to take up vastly different bills providing a blueprint for shoring up the nation's aging transportation system. Lawmakers are driven in part by a desire to show voters a major accomplishment in an election year when regard for Congress is at rock bottom. They are pitching the bills as jobs generators, although it may be more accurate to say they preserve jobs that might otherwise be lost if Congress doesn't find a way to keep highway and transit programs solvent.
President Barack Obama chimed in Monday with his own plan to spend nearly half a trillion dollars over six years on transportation infrastructure. But the president's plan is much grander than anything Congress is likely to go along with that the administration has swung its weight behind the Senate bill, a bipartisan plan that more modestly proposes to spend $109 billion over less than two years.
House Republicans have proposed spending about $260 billion over nearly five years, but the bill is drawing fire from so many quarters that the ability of Speaker John Boehner, R-Ohio, to muscle the measure through to passage is in doubt. To build support with tight-fisted tea partiers for such a large spending bill, GOP leaders added sweeteners designed to appeal to conservatives, such as expanded offshore oil and gas drilling, approval of the controversial Keystone pipeline and a requirement that federal employees pay more toward their pensions.
The bill's treatment of mass transit programs has riled urban lawmakers, including New York and Chicago metro-area Republicans who may wind up voting against the bill. It eliminates the guarantee of a portion of federal gasoline and diesel tax revenues for transit, leaving programs vulnerable to future budget cuts.
"If you are a Republican from a city that has mass transit, how can you vote for this and go home?" said Rep. Jerrold Nadler, D-N.Y., who is sponsoring an amendment to restore a portion of fuel tax revenues for transit. Seven Republicans have co-sponsored the amendment.
And six GOP lawmakers have sent a letter to Boehner and other GOP leaders saying the transportation bill will stand a better chance of passage if provisions opening leases in the Arctic National Wildlife Refuge in Alaska to oil drilling are dropped. The provisions, which include opening the East and West coasts and portions of the Florida Gulf Coast, as well as ANWR, to drilling, are supposed to help pay for transportation programs. But the Congressional Budget Office estimates they would raise less than $5 billion over 10 years for the federal government.
"Opening ANWR to drilling as a means to pay for the transportation bill is neither reasonable nor realistic," said Rep. Charles Bass, R-N.H., author of the letter.
The bill also eliminates locally popular federal programs that help underwrite bike paths, bike lanes and pedestrian safety projects, including the Safe Routes to School program, in order to concentrate funding on highways.
"The House bill takes us back to the dark ages," Transportation Secretary Ray LaHood, a former Republican congressman, told reporters Monday. He said he doesn't expect any Democrats to vote for the bill.
"I hope there will be lots of opportunities to amend it," LaHood said, to increase funding for transit and other needs. "Without amendments, this bill isn't going to pass."
But Rep. John Mica, R-Fla., chairman of the House Transportation and Infrastructure Committee and co-author of a major portion of the bill, said he is "fairly confident" based on his discussions with GOP lawmakers that the bill can pass.
"This is going to be the No. 1 job creator and economic generator bill of this entire session (of Congress)," he said. "I think members will rally behind what may be their last chance of getting jobs and a responsible blueprint for dealing with our crumbling infrastructure."
There will be changes made to the bill through a leadership-backed amendment that will address GOP members' concerns, Mica said.
"The bill isn't done," he said. "The final bill will be something conservatives can be very proud of because it has dramatic reforms and measures that people have called for for years."
But House leaders are being squeezed from both sides. If they give too much ground they risk losing support on the right. The Club for Growth, a free-market, anti-tax group influential with fiscal conservatives, and the political arm of the conservative Heritage Foundation have objected to both the House and the Senate bills. Conservatives say the bills spend too much money and transportation programs should be paid for using only fuel tax revenue. Democrats and moderate Republicans, meanwhile, oppose sharp cuts to popular programs.
GOP leaders said Tuesday they intend to divide the transportation bill into three bills. Their strategy is to allow lawmakers who oppose the transit changes or oil drilling provisions to vote again those portions, while still supporting the heart of the bill. Afterward, the House clerk will stitch the three bills together.
Floor debate could begin on the House bill as soon as Wednesday, with a final vote expected Friday. Lawmakers had filed 293 amendment requests with the House Rules Committee by Monday's 11 a.m. deadline. The committee decides which amendments can be offered during debate.
Debate began on the Senate bill late last week with a strongly bipartisan procedural vote of 85-11, and is continuing this week. The bill is co-authored by Sens. Barbara Boxer, D-Calif., and James Inhofe, R-Okla., ideological opposites who have managed to overcome substantial disagreement in an effort to pass a bill.
But Democrats, who control the Senate, have struggled to come up with the money to pay for the plan. Several GOP senators have signaled that their support for the bill could turn to opposition if changes aren't made to satisfy their fiscal concerns.
Like the House, the Senate has been hampered by a shortfall between current spending levels and fuel tax revenues, which are the main source of funding for transportation programs. Reductions in driving due to the economy as well as more fuel-efficient vehicles have lowered tax revenues. The budget office projects the trust fund that pays for highway and transit programs will go broke sometime in the 2013 federal budget year.
Without an infusion of cash from somewhere, the Transportation Department could be forced to slow down reimbursements to states for highway construction and other transportation projects. That, in turn, could lead to thousands of lost jobs.
Lawmakers could resolve much of their money woes by increasing the 18.4 cent-a-gallon gas tax and the 24.4 cent-a-gallon diesel tax, but that's politically unpalatable in an economy where unemployment remains high and many Americans feel financially insecure.
Indecision about how to shore up the Highway Trust Fund has long stymied efforts to pass a transportation plan. The last long-term plan expired in 2009. Congress has kept programs going through a series of eight short-term extensions. The current extension expires March 31.

Why California Almonds Need North Dakota Flowers (And A Few Billion Bees)
Almond trees rely on bees to pollinate during their brief bloom for a few weeks in February.

Here's the web of connections: a threat to California's booming almond business; hard times for honeybees in North Dakota; and high corn prices.
Confused?
OK, let's start with the almonds. They come from an old-world tree that migrated to California and prospered in the hands of farmers like James McFarlane, who lives right outside the city of Clovis.
"When I was a boy, they used to talk about how California's crop rivaled Spain's," says McFarlane. "Well, California crop left Spain's in the dust and didn't even look back."
In fact, it's one of the great success stories of California agriculture. Twenty years ago, the state produced a modest half-billion pounds of almonds each year. "We hit a billion pounds and it just never stopped. This past year it's the better part of 2 billion pounds," says McFarlane. The Central Valley of California actually grows two-thirds of all the almonds in the world.
But here's where we get into all those not-so-obvious connections. These superproductive almond trees are needy creatures. They need lots of water and fertilizer. And they also need big, vigorous insects to carry pollen from one blossom to another.
?They need honeybees ? billions of honeybees. And those bees have to come from somewhere else. That's why California's almond orchards have become "ground zero in commercial beekeeping," says Zac Browning, a beekeeper.
I met Browning in the middle of a huge almond orchard near the tiny town of Snelling, Calif. His beehives ? 6,000 of them ? were lined up as far as I could see along a dirt road down the middle of the ranch. The hives had just arrived from a storage building in Idaho where they'd spent the winter. They were carted in on a caravan of trailers with 480 white wooden boxes per load.
This was just a small part of a great national bee migration that connects California to the northern Plains. During the few weeks this month when the almond trees are in bloom, 1.6 million beehives flood the state's almond orchards, many of them trucked in from the Midwest.
"The almond bloom is one of those events that is big enough that all the bees ? in fact, the majority of the bees in the country ? can all be engaged and prospering," says Browning. He and his fellow beekeepers now earn as much money renting their bees to pollinate almonds as they do selling honey.

Dan Charles/NPRBut the bees can't stay in the almond orchards. In a few weeks, they'll have to move on, "because just as quickly as it arrived, the bloom is over and we're back to desert here," says Browning. "And we have to find our sanctuaries for these bees."
To survive, and certainly to produce honey, bees need food. They need landscapes with plenty of flowers and nectar. But those simple things are surprisingly hard to find in modern America.
"We're limited to the fringes of rural America, where we can stay away from pesticides, where we can find wildflowers," says Browning.
So Browning and many other beekeepers pack up their colonies and drive to the northern Plains. In particular, they drive to North Dakota.
It's one of the few places where thousands of colonies of bees have been able to graze happily. A big reason is a government program, the Conservation Reserve Program, which has been especially popular in North Dakota. Under this program, the federal government rents land from farmers and sets it aside, taking it out of crop production to conserve the soil, save water, and support wildlife.
Flowers bloom on that land ? alfalfa, clover or wildflowers ? all summer long. It's just what bees need.
But that floral feast is shrinking. This is where those high corn prices come into the story. Farmers who used to put their land into the conservation reserve are having second thoughts. Corn is more profitable.
"The landscape is changing," says Ned "Chip" Euliss, who lives in Jamestown, N.D., and works for the U.S. Geological Survey. "When I first came here, 20 years ago, it was rare to see a cornfield in North Dakota. Now, they're very common."
The amount of North Dakota land in the Conservation Reserve, meanwhile, has declined by a third over the past five years. This year, it's expected to take another plunge, perhaps down to half what it was at its peak.
Beekeepers are telling Euliss that they're worried, that these changes are bad for bees. And Euliss, together with a group of other scientists from the U.S. Department of Agriculture and the University of Minnesota, is trying to measure the impact of those changes. They're monitoring dozens of different colonies to see whether bees that now spend their summers near cornfields stay as healthy as bees that get to graze on conservation reserve land.
Bees, of course, have been having lots of disease problems in recent years. For Zac Browning, who's the fourth generation of Browning beekeepers, the shrinking sanctuaries in the Dakotas, coming on top of his other problems, feels like a kind of personal crisis.
"This is my livelihood. It's also my birthright," he says, as we drive away from the orchard. "I really believe that we need to be able to pass this business, this passion, on to the next generations. And if we don't stand up now, I don't think we'll be able to pass anything on."
If there's one small bit of hope, it's the fact that this is not just a beekeeper's problem anymore. Browning and his bees are getting a lot more attention these days, because the prosperity of almond growers also depends on what happens to bees on the lonely northern Plains.

You can also simply redeem for cold hard cash or even donate to your favorite charity.
Quality Health offers health-related surveys as well as free samples, coupons, and more.
Synovate is another good consumer panel that offers paid surveys.

If you are really serious about making an income stream with surveys then it?s a good idea to register with as many consumer panels as you can.
